There is only one rule of war that ever really gets followed: do anything to win. Countries that violate "rules of war" cover it up or deny wrongdoing. It's all make-believe, designed for one purpose - to pretend that there's a civilized way to wage war.
There is no civilized war. War is murder, rape, destruction. War is the opposite of civilization. Robert E. Lee said, "It is well that war is so terrible - lest we should grow too fond of it." Sorry, Robert. Humankind remains fond of war, no matter how terrible it grows. How else to explain its constancy?
HL Mencken said, "No one ever went broke underestimating the intelligence of the American public." Munitions manufacturers will never go broke underestimating the intelligence - or goodness - of humanity. Perhaps, one day, young men and women around the globe will look to their leaders and tell them to fight their own battles. Somehow, I doubt it.

You either have war, or you don't. There's no middle ground. There is that saying about rules being made to be broken.
"War is the opposite of civilization."
I would completely disagree with that.
