IMO, the "Government" of Iraq is akin to the "Governments" set up by Western Powers or any empire, think Hawaii during the McKinley Admin. They are there to do our bidding and enforce decisions favorable to certain interests until we tie of their bickering and either, go in and really beat them up militarily, attempt to annex them or drop ties to them for generations.
