I need the help of some sleuthy Duers, we might have something afoot!

I was looking at a consortium granted a multi billion $ contract and I noticed some of the players had really amatuerish sites (Shades of Mitchell Wade!) and two others had password protected mainpages, which seems pretty unusual for anything that isn't a porn site. Take a look at these websites and tell me what you think, please.

This is for the Trans Texas Corrridor a massive super highway through Texas.

They are either amatuerish or log in! Guiliani's firm is here. btw! Something is wrong here, IMO!

1. Trying to get things straight here...
The development of the Trans-Texas Corridor, which is controlled by the Texas DOT, has been contracted out in some way or another to the groups listed. Am I right on that?

2. Exactly. Cintra & Zachary are the prime contractors
The rest are sub contractors. Upon further investigation I have decided perhaps they are legitimate and just have lousy websites. I have believe more than one of these outfits fell into a good old crony type windfall though. Rudy shows up just in time to cash in on this too!
