Bully pulpit and veto power.
At least that's my first thought, though the other way would make a Repuke pres veto legislation that helps good ole Joe Public.

3. A Democratic President with full Democratic Congress - filibuster proof... just until we get the constitution back on its feet, the voting issues resolved, and a few impeachments spread liberally here and there.
