The OP in the link you provided stated that the arrested person was spraypainting directly onto signs and highway overpasses. The guy in the video was making his own signs and hanging them up. I may be caught up in the semantics here, but that doesn't sound like quite the same thing.

The former is simple vandalism and that offender deserves to be punished. The man in the latter scenario could just have his signs taken down--there is no permanent damage to the public property, which is quite different.
