again.
But at least this time, Enron is not behind this, and no traders are singing "burn baby, burn" when there is not enough electricity to pump water on wild fire.

A "rolling blackout" is when the power company intentionally turns off power to areas. They notify the areas that will be affected beforehand. They are called "rolling" because they will turn off power for an hour to one area, then turn it back on but turn off power to a different area. So each area only goes for an hour without power. The blackout rolls around from one area to another.
There are blackouts occurring, but they are from equipment failure.
