I've done lighting and I work in graphic arts. I spend a fair bit of my time in Photoshop. This is something that is ON her legs.

The angle of the various photos creates all sort of odd effects. In some of the photos it looks like there are green plants right under her feet. In other photos, its clear that the plants are in the foreground.

But if I'm not mistaken those are wraps to help with the circulation in her legs. Apparently she is having some sort of circulation problem, either temporary or chronic. Lots of people get that in their middle/old age, and start using wraps like that.

And believe me, my mother wore them almost constantly when I was young, so I'm quite familiar with them. I don't see any lines within the lighter area to indicate they are wrapped ace bandages. Also, you can see another patch of light area starting high on her thighs and going up into her skirt. (Sorry to make you look there.) Also, the uneven edges of the light area don't look like an ace bandage wrap. Finally, issues of leg circulation (vericose veins) are usually problems only for women who have born children. Have you ever heard reported that Condi has circulation problems?

My guess is they are some weird patterned panti hose. A poor fashion choice, imo.

There is no way that this is a shadow because it's the exact SAME pattern in every picture from EVERY angle.

It's some kind of weird-patterned stocking/tights. I'm thinking that Condi wears some sort of superhero garb under her clothes and she forgot that it might show through.
