I remain extremely, deeply disappointed that our Administration has refused to substantively engage in Lebanon, or to seek a ceasefire. I recognize that the mere fact of a ceasefire cannot resolve all of the disputes or issues in this volatile region which have been simmering for decades, if not centuries. However, I also know that the daily toll of death, murder and destruction will not make peace more likely. I also fear that this regional crisis may spin out of control.
Given these stakes - not only in human life and the looming humanitarian disaster, but also in terms of the prospects for long-term peace - it is tragic that the most powerful nation in the history of the world cannot play a more constructive role in the peace effort. From the minute Mr. Bush assumed the presidency, they have had a policy of disengagement in the Middle East peace process. This is in stark contrast to the roles played by Presidents Carter, Bush I, Reagan and Clinton. We are now seeing the dangers of that approach in Israel, the West Bank, Gaza and Lebanon.
President Clinton today called upon our country to broker peace in this region. He couldn't have been more right.
