Sure does not know his gut feelings as the 'decider' does. Chafee blows with the wind. Half the side he comes down wrong. I say it's because his inclinattions are with the decider. That pesky old fact RI is a blue state just gets in his way.

5. He'll get an "excused absence"
As long as it can't affect the actual outcome of the vote,
the Republicans let members in swing states occasionally
take what looks like a principled stand and oppose some
Republican position or other.

Chafee's neck is on the block this fall, so he'll get
an "excused absence" that lets him vote against Bolton.
But it won't matter.
