Rice is totally, completely batshit crazy. Not only, in this selected, edited bit from her Georgetown U talk today, is she saying future diplomats will work closely with the military in order to achieve "Transformational Democracy" but there is an Office of Reconstruction expanded by Bush that will involve reconstruction efforts in failed states with diplomatic (working hand in hand with the military) efforts.
