18. it's actually increased slightly to 3.6 or so in the last round of updates
it hasn't trended down like people have been thinking. it's been quite steady and slightly increasing.

It doesn't mean that others can't be posted. They certainly won't be moved or locked - do you have any idea how much work that would be?

39. I can't speak for the whole state, But in my town there didn't seem
to be a big turnout. For instance, there was less of a turnout there than if we were voting on our town budget. But I do live in a small town.
