2006 Hurricane Presidential Preparedness

Goals:

• To avoid a repeat of the loss of confidence expressed by the American people as a direct result of the President's actions and demeanor during the 2005 hurricanes, and specifically, Hurricane Katrina.

• To gain political capital by giving the appearance of "readiness" and "concern."


Strategy:

• Secure an early 5 week vacation for the President so that it falls before the hight of the season (August.)

• Discuss reducing the length of said vacation (make least senior staffer propose this idea.)

• Set up a system of local laws, road blocks, fencing, etc; to prevent "Sheehan-esque" people from repeating a stronghold in Crawford during vacation time.

• Make room for supporters (possibly a fenced in area?)

• During the summer months, ask Mehlman, et. al, to blitz the media and talk radio with talking points that serve to instill a mild level of fear in reference to Hurricanes and security threats.

• The President, VP, and Mr. McClellan can offer the appearance of "comfort" and "concern" by reflecting on the talking points while making appearances at various dams, levees, and other watershed structures.

• The pundits will tout in advance the "preparedness" of the President.

• Is it possible to account for how many African American pundits we have in advance? They will be crucial in giving a "well rounded" appearance of "concern" for all people.

• It is imperative for the President to be on the first shore of the first storm prior to its landing.

• A pre-written template speech will be at the ready for this "premiere" storm.

• Wardrobe will consist of waterproof, "rugged looking" attire. No Long Boots! Hiking boots will suffice.

• It is crucial to surround the President with National Guard, FEMA, and other "official" looking individuals.

• Make sure they look busy this time. NO APPLAUSE!

• After the speech, Mr. Chertoff should begin speaking in another affected location.

• After Mr. Chertoff, Mr. Cheney should be somewhere like the command center making comments, holding papers, etc.




This should simultaneously ensure that the President looks at least "competent" during the next season.
