Seems simple and seems harmless, but inlight of all the restrictions to our civil rights I can not find out from ANYONE if it is legal to protest the Whitehouse via sending tea! eerrrrrrrrgggggggg. I am running out of patience! I have called local lawyers, no call back. I have call ACLU, they dont offer legal advice and they cant help you until after the fact. I called my congressman, no response. Called my congressmans secretary, she will give him second message, but said if I was unsure then I probably shouldn't do it. She suggested I call the Whitehouse. I laughed, but then I tried to call. They said, TEA. I said yes, tea, T E A, teabags. Well call this number. Well I got right through to the Whitehouse. A man answer and quickly put me through to another line with one of those recorded voices, If you would like to leave a message for the president then ...........well you know how it goes! Damn! I am trying to pull this together in a peaceful manner and I am not feeling to peaceful! Thanks for letting me rant! Somehow someway I will find!

I wouldn't do it. I might drop a dump truck load of tea bags on a sidewalk but I wouldn't mail anything other than a letter to the WH. Remember that Gonzo is absolutely nuts you could be in the US Gulag for decades.

With the current situation, I would not mess with sending ANY powdered substance to ANY Governemnt office.
If you still want to go with your idea, maybe send the outer packet of the teabag?

Leave it outside 1600 on the sidewalk, but bring along a reporter and videographer to verify what's in it. It's a GREAT pr stunt, anyway! But, if you mail it, you're opened up to an entirely new level of federal charges should they decide to come after you. Remember, you'd be sending a fine-ish powdery substance in small bags. In all honesty, if I were in charge of security, this would scare the bejeeebers out of me. Any one of those tiny bags could have something other than tea in them.
During the revolution tea didn't come in neat little bags. They dumped crates of essentially raw tea into the harbor, not a hundred boxes of Salada Tea Bags (they'd lose all those cool little ceramic animals!). Seriously. I think you can answer many of your concerns through common sense. If you do this, take all precautions necessary to make this a very PUBLIC protest.
Or not. But I would.
