And that’s just what’s been happening with the Bush Military History Project. We don’t want our Constant and Faithful Readers to think the BMHP is just a “sit around and Carp” History Project, no, the BMHP believes in taking action where and as soon as possible. This is The Way of The Lrrp.
I don’t want you to think the BMHP is just about carping about the fact that the CBS Papers represent federal documents and that the federal government is responsible for them, no, we want actually to get something done about it and believe there still is a possibility that something might be done about it.
Those who have read the series so far know that I believe, among other things (see entire BMHP)that the CBS Papers represent federal documents, that the federal government is responsible for them and that all America has gotten so far is a big Dog and Pony Show about these papers. I want to know if these papers are real or not. I mean I REALLY want to know if these papers are real or not and I want to be told by the authorities that America pays billions for just to investigate and prosecute allegedly forged federal documents. I mean the federal government sets great store by keeping their paperwork honest, else we’d all be photoshopping our own T-bills right now. But they sure don’t seem to care about allegedly forged TXANG documents that, if forged, libel their commander in chief. A very curious state of affairs, very amazing—why don’t they want to investigate these papers officially?.
There’s been a lot of amazing things happened about this story all ready—the USAF refused to investigate allegedly forged papers that, if forged LIBEL their Commander in Chief. But the most amazing things may be yet to come.
Sorry there’s been a big hiatus in the BMHP and sorry we’re cutting out of the discussion of the media response to the CBS Papers (for now) but as you will see, the BMHP has been doing legwork to chase this story.
Because I REALLY want to know if the CBS Papers are real or not, I have made my FOURTH demand for an investigation of the CBS Papers and this one is bigger and better than ever. Senator Ron Wyden is supposedly going to pass what I’m going to be showing you to the Inspector Generals of the Department of Defense, the USAF, the National Guard bureau and the TXANG. At least that’s where it is so far and , as this is a journal, I’ll be keeping my Constant Readers posted on developments.
I went down to Wyden’s Eugene office last week and dropped off the papers I’m going to be showing you the next few installments of BMHP. After checking with their office today, they tell me that they have been shipped to his Portland office and that their military affairs person will be in touch. As all I asked them to do was forward these items and demand a response for their constituent, so I thought it was OK to ask. I asked de Fazio to do it last year but I never got a response—this time I’m trying the Senator. I admire both of these people, being a hip blue state was a big attraction to me when I moved here.
The first person I met was not inspiring—a clueless little intern that obviously didn’t keep up with the news. She said the person that could help me was out but that she didn’t know when they would return, what their office hours were or how I could get in touch with them. Why did I know I was dealing with the federal government? Oh well, the poor little thing was obviously covering for the rest of them taking an early/long lunch. I talked to the right person in that office today and she said she had forwarded it to the Portland office and that they would get in touch with me. She gave me the name of the person and I intend to follow up on it.
I have to tell you all why I’m really , REALLY doing this. I want to have my name on the signed complaint that brings Bush down or at least sticks a fork in the Republicans eye. I thin k there’s a big scam going on here and I intend to settle this one way or the other. If one man can make a difference in this country, youre going to see it.
Many people have accused me of being overly long but it’s a long story that takes a lot of words. I hope I’m writing for posterity.

There was a letter to Ron Wyden which I’ll post tomorrow.

I also included this letter to the Inspector Generals of the DoD, the USAF, the TXANG and the National Guard bureau which oversees the ANG. It is my fourth demand for an investigation

Re: A Formal Request for Investigation and Prosecution of Criminal Activity Concerning the Attached Memos Herein Called the “CBS Papers.”

Dear Sirs:
In September 2004, the American Public was shown by CBS the attached series of memos purporting to be official USAF ANG documents concerning the President of the United States. These documents have the most serious implications: if forged, official USAF ANG documents have been forged to libel the President of the United States and his former ANG chain of command. If they are real, then they show crimes have been committed by George Bush and his chain of command including falsification of official documents, fraud, dereliction of duty and others
Although these memos have been described in the press and media as “private papers” in fact the truth is that they are not, as every knowledgeable military authority should recognize immediately. These represent federal, military documents which means the federal government is responsible for them, specifically the USAF and the ANG, with the DoD overseeing both of them.
It is incredible that no federal agency has apparently ever officially looked at these papers, not even the Texas ANG whose unit’s letterhead (the 111th FIS) is at the top of 3 of the documents and whose unit’s commander’s signature is on the bottom of 2 of them. If forged, these official appearing TXANG documents libel the President of the United States and other former TXANG officers by falsifying his original suspension document and the reasons for it, forging an order for him to take his physical ( including forging the signature of the commander of a federal unit) and implicating his former chain of command in a conspiracy to falsify his documents and commit fraud.
Your investigative agencies owe official resolution of this matter to the American People: it is your duty and your mission. You advertise yourselves to be the “conscience of the military.” How then can you allow these documents to be considered “discredited” publicly when you have said nothing about it and taken no action at all? The truth or falsity of these documents is of grave importance—many people have lost their careers and reputations because your agencies did not provide the due process for which you are responsible yet your Commander in Chief’s reputation and the character of his military service are also at stake.
These represent federal documents: TXANG documents-- your agencies are responsible for them to the American people. Your agencies should have leaped to resolve this when the papers emerged to clear your unit’s names and President Bush’s reputation, of any scandal or fraud yet you did nothing. If this continues to be your response to possibly forged documents that, if forged, libel your Commander in Chief, and other former ANG officers, it is safe to say that America’s interests are not in the hands of capable, honest people with the best interests of America at heart.
The American people have witnessed a bizarre situation where the CBS Broadcasting company held an “investigation” (which had no legal standing whatsoever) of allegedly forged TXANG documents to determine their validity while the federal authorities responsible for them: the Inspector Generals of the ANG, the TXANG the USAF and the DoD, and their law enforcement arms, stood by and did nothing. Many people’s careers have been ruined over these documents while the federal government, which had the capability, authority and duty to resolve this, shirked its duty to do so. The government of the United States, with all its investigative agencies, is allowing these critically important USAF ANG documents, for which they are responsible, to remain in the public view as allegedly forged yet has made no effort to prove or disprove them, or to prosecute any wrongdoing concerning them.
This can not be allowed to stand in such a sorry fashion. The federal government, especially the military, must maintain the integrity of its documents. They and nobody else have the authority, the capability and the duty to resolve this. They must recognize their responsibility in this matter and investigate and prosecute the wrongdoing involved in these documents. These documents represent official USAF ANG documents: they have letterhead of a federal TXANG unit, the 111th FIS; they purport to be official TXANG business and they are signed or initialed by the commander of that federal TXANG unit, the 111th FIS, in performance of his duty as commander. In addition, one of the documents, the suspension order/memo represents the original suspension order written by Col Killian that should be in George Bush’s files by regulation AFM 35-13 para 2-10b2 but is missing from his posted records. (See the attached ARPC suspension order: the paper copy of the suspension order dated 1Aug 1972 that it confirms—the one missing from George Bush’s files-- is the one represented by the attached allegedly forged memo of that date)
As such, they represent federal documents: official USAF ANG papers. That means that the US Air Force, the USAF ANG and the Department of Defense are responsible for these papers, to prove or disprove them if they are alleged to be forged or falsified in any way. The federal government must maintain the integrity of its documents; it has no more important function. It is the duty of your agencies to do this, an extremely important duty to the American People that you have ignored.
The veracity of these papers has been challenged vociferously in the media, the press and the internet, yet the federal agencies responsible to protect the American People from fraud concerning official federal documents have been strangely silent. The federal government that is supposed to protect the American People from fraud concerning federal documents pretends to have no official responsibility towards these allegedly forged official appearing USAF ANG documents, under the pretense that they are somehow “private papers of Col Killian.” Do your agencies need to be told that anything signed, or apparently signed, by a commander of a federal unit in performance of his duties is a federal document?
Your agencies must investigate and prosecute any crimes or wrongdoing surrounding these papers because they represent federal documents for which your agencies are responsible. The federal government must not be allowed to pick and choose which of its documents it will verify, they are responsible for every federal document, every part of the Public Record. It is a serious crime to forge official orders and documents, as has been alleged here, yet the responsible military agencies have run away from their responsibilities in this matter and abdicated their duty to resolve this to “bloggers” and CBS.
This is therefore, a written, formal demand that the TXANG, the USAF, the National Guard Bureau and the Department of Defense, through their Inspectors General, and any other pertinent federal agency, do their duty and investigate these official appearing USANG documents as possible forgeries and to prosecute any wrongdoing that may have occurred. It is shameful and disgraceful to the USAF ANG and the whole federal government that this demand must be made because your agencies should have done this when the papers emerged, without being told to. Instead you allowed a civilian news agency to “investigate” these papers when the federal government had the clear duty to do so. It is disgraceful that the federal government abdicated its important civic duty in this case to “bloggers” and CBS, a private company.
I demand your agencies review these memos and acknowledge that they are indeed federal documents over which your agencies have responsibility. I demand that your agencies provide due and legal process, using the legal authority and powers that you have been provided with, to determine whether these documents are forged or not. After that the full weight of the federal government must be brought to investigate and prosecute any wrongdoing discovered. It is your duty, it is your mission and it is the Law!
I am only demanding that your agencies provide what they should have provided when these papers emerged: official verification or denial of these papers using the due process and authority given you. Your agencies owe America a full and final accounting of this matter and, as an American and honorably discharged veteran I demand that you do it. Federal crimes have been committed against the American people—the federal government can not stand by and pretend they have no responsibility. You must do your duty to America to resolve this once and for all.
I further demand that you interview Bill Burkett under oath to determine where he got these papers from and if there are any more. He either passed copies of forged federal documents to CBS if they’re forged or stolen federal documents if real. I demand that he and any others involved be held accountable. This is part of the Public Record and your lack of concern for this is unbelievable because you are the agencies that supposedly guard the Public Record. No federal agencies should want to resolve this matter officially more than yours—its about your units’ honor and reputations and the reputation of your Commander in Chief. What is the reason you have not done this?
I further demand that the charges of fraud, including fraudulent discharge and fraudulent pay, brought in the two included reports be investigated and any wrongdoing prosecuted. The most serious charges are leveled in these reports, charges that have never been addressed by the military authorities. I demand that your agencies explain to the American people how and why a pilot was paid continuously as a pilot until his discharge after he was suspended from flying for his last 14 months, never flew at all his last 18 months and whose commanders stated publicly and officially that he was not there to earn his pay, and their unit’s records show it. President Bush should be very happy to see this settled once and for all for his reputation’s sake and, if an honest person, no doubt will join me in demanding that it be done.


I further demand that your agencies state publicly whether George Bush was ordered to take his physical and whether he obeyed that order. America has a right, and need, to know this about their Commander in Chief and he should have no trouble at all with the truth being known about it. If he was ordered to take his physical and disobeyed that order, then , as an honorably discharged veteran who obeyed every order given him, even in combat, I demand that the USAF explain why he was never disciplined for it. Anybody else would have been and it was illegal for him not to have been.
I further demand to know why the official paper copy of George Bush’s suspension order delivered by Col Killian on 1 Aug 1972 is missing from his records. This is a crime because regulations demand that it be there. AFM 35-13 2-10b2 requires that "...the unit personnel record copy of an aeronautical order…which imposes or revokes a suspension....be acknowledged by the person concerned, to indicate time and date of receipt of orders..." This means that in the 111th’s records there should be a copy of Col Killian’s original order signed by both George Bush and Col Killian and laws have been broken if there isn’t one. This document, when produced, will prove or disprove the CBS Papers. The USAF IG must explain to America why 2 confirmation documents are there for this but not the document they are confirming.
The CBS Papers represent documents for which your agencies are responsible. Your agencies must resolve this finally to save not only your own honor and reputation but that of our Commander in Chief as well. America has a right and need to know the truth about this—truth that only you can provide. It is part of your duty to keep America safe from allegedly forged federal documents yet you have amazingly evaded that duty in the face of the highest profile case of allegedly forged federal documents in history, even when your Commander in Chief’s reputation was at stake.
I am sure that no one would want this settled officially more than President Bush if he is an honest person and no one more than the Department of Defense, the USAF, the ANG and the TXANG if they are honest people. If the military authorities continue to shirk their clear duty in this matter it can be safely assumed that they are not honest people with the best interests of America at heart.
I want to see any wrongdoing in this case investigated and prosecuted. I have many other pertinent questions and much more information to bring to an investigation.
