That you should call them Morally Impaired instead of Republicans?

1. Impaired would still be incorrect, since it implies deficiency...
I think you have to say "otherly moraled" or "ambiguously moraled"

2. WE'RE the ones who are morally impaired
they have no morals, hence their actions are not constrained by any hint of conscience, shame, hypocrisy, or guilt.

we are bound by our morals to do good and to do it ethically.
