"they" were not ready to do anything and were being watched 24/7 by British Police & Intel ....... by * making it public he blew a big part of the investigation.
And not having tickets means they were not going to get on a plane that day.

usually check passports before boarding AFAIK. I had a real passport with a small blemish on it and had a lot of trouble travelling internationally (rigorous inspections).

when leaving the usa by air, they do indeed require a passport before they will allow you on the plane anywhere except (possibly) mexico and canada, where you are supposed to still be allowed to visit using a driver's license only
i certainly wouldn't risk it, if you plan to leave the country by air, you better have a passport
even post 911 i have w. no trouble at all walking out of usa into mexico w.out showing any passport, to return to usa by same method (by foot) i can show either passport or driver's license
these plotters were leaving the united kingdom heading toward usa, in that case, you do have to show a passport that the airlines thinks that usa gov't will accept -- reason, the airline has to pay th fly home each passenger that is refused by usa immigration -- and i'm told the fee is HEFTY
as far as stolen passports, there is a sizable business in picking pockets and stealing genuine american passports such that i do not like to carry my passport anywhere it's easily accessible once i have arrived in europe and cleared security, as far as possible, i keep the photocopy out to show the hotel etc. and keep the real passport well buried -- in europe a purse is for make-up, enough money to get through the day's expenses, and that's it
as far as i know from multiple news reports, these plotters had not yet purchased any air tickets, and no flight was ever in danger because they were under such tight surveillance

Maybe he's making one of those infamous bush* administration secret fly-ins and they arrest and prosecute his ass on the spot. Now I could go for that.
I suspect it's going to be all about terror and war and war and terror non-stop thru the elections. Otherwise they lose. They do not want to lose.
