Personally, I think Tony Snow is the worst because he can't keep from putting his own right wing spin on everything. He's still being a Fox commentator

That's why I think he was the "best."

One expected him to mutter "yeah, that's the ticket" after everything he said. It was almost funny (almost but not, because of the serious nature of his lies).

Snow is disturbing because of his smooth, not afraid to "look you in the eye," comfort in lying. This level of comfort while knowingly deceiving is just "wrong"
