{2} the FISA process leaves a record, and this administration does not desire any record of their activities to exist.

It's hard for me to fathom how people can be so dense as to not understand why bush did what he did. Furthermore, if he obtained warrants in thousands or hundreds of cases, why then did he circumvent the FISA process in the other instances? There was a selective process in his method. Why was bush selective in which targets required warrants and which did not?
The last question is rhetorical. I think there is a 99% probability that H20 man is correct.
