7. This is a standard tactic of Rove - put out some noise that Bush is in hot

water with someone and then have the person publicly captitulate and support him GLOWINGLY and PUBLICLY.

During the campaign they did it regularly. Remember when there was growing attention to Schwarzkopf's mewlings about the war and then the next few days you'd get a big rally covered by the entire press corps where Schwarzkopf was endorsing Bush.
