Allen phoned S.R. Sidarth at the University of Virginia, and they spoke for three or four minutes, Sidarth said.
The apology came hours before President Bush headlined a fundraiser for Allen in a well-heeled neighborhood of Fairfax County near Mount Vernon, attended by at least 250 guests.
"No one speaks from the heart or shoots from the hip quite like Senator Allen," Webb consultant Steve Jarding said.
"It's taken him 12 days to offer an apology," Jarding added. "In the words of Senator Allen, the senator's apologetic words move at 'the pace of a wounded sea slug.'"
