Judge dismisses charges against Gov. Ernie Fletcher

FRANKFORT, Ky. — Political patronage charges against Gov. Ernie Fletcher have been dismissed under an agreement in which he denies he broke laws, admits wrongdoing by his administration and concedes the prosecution was proper.
Fletcher cannot be indicted further on allegations that he directed a plan to use civil service jobs to reward political allies and punish others, according to the order signed Thursday by Special Judge David E. Melcher.
Fletcher agreed that the investigation and prosecution were “necessary and proper exercises” of the attorney general’s constitutional duty, according to the seven-page order.
“The investigation and prosecution have benefited the Commonwealth and ensured that abuses of the state merit system will be eliminated,” according to the order.
