No, not just Iraqi or Afghan civilians, but AMERICAN CIVILIANS.

"Information warfare is the use and management of information in pursuit of a competitive advantage over an opponent. Information warfare may involve collection of tactical information, assurance that one's own information is valid, spreading of propaganda or disinformation among the enemy, undermining the quality of opposing force information and denial of information collection opportunities to opposing forces."

Let's see here, we have:
Propaganda
Fear-mongering
Leaking the names of covert CIA agents whose husbands expose the Administration
Domestic Surveillance
And while they're spying on people, they're making themselves harder to have oversight over (Some people are calling it the most secretive Administration ever)

The Bush Administration is waging an information war on American soil, they are really waging war upon the American Citizen.

1. Also see Katrina;
The federal govt was more concerned with protecting property than with helping the victims of Katrina - to them those victims were just one more threat to the property.
