that car isn't in the street, you know, like those Naggin allows to remain :sarcasm: - seriously, folks just don't get it, it's not a matter of who is the incompetent one of the leaders involved, it is who is the least incompetent and ignorant.
Mayor Holloway has had experience with hurricanes as mayor, he knows the ins and outs of dealing with FEMA and documenting the town's needs. He knew to get loss of business insurance to carry Biloxi until some of the federal funds trickled back to them. It's a shame he couldn't teach the other mayors (including Naggin) what to do, but he is too busy trying to keep his Biloxi alive. His experience has made him better at dealing with this madness.
Loss of housing and businesses equals loss of tax base, loss of tax base equals loss of man power that can restore, rebuild and provide necessary city services. So much is involved in the equation and folks hearing those magic numbers
$110 billion in hurricane relief funds awarded by feds don't know what it takes to get those monies in hand. Just as the CDBG home owner grant process is slow and frustrating for the individuals, the federal assistance to the towns, cities, counties and states is just as slow and frustrating. The federal agencies have to be "good stewards" with our tax dollars (I heard a repug mayor use that term the other night to try to dismiss the slow awarding of the grants to home owners), all that money "given" to the states affected (Alabama, Florida, Mississipi and Louisiana - add Texas due to Rita) has to be properly managed and each governmental entity must document it's needs and file the necessary paperwork to recoup the money.
In the meantime, city/county workers and cops still had to work overtime and the cities/counties had to pay them, equipment had to be bought to replace that which was lost or to do a specific task that was new thanks to the disaster. It's a vicious waiting game for all, Naggin, Holloway, Long, each home owner praying that they get the grant, for everyone.
It's so easy for the weed-that-would-be-king to stand at the podium and brag about what he "has given" - he hasn't a clue what it means to actually have to do the work, so the "check is in the mail" makes sense to him. He is doing the best he can with what little he has, his failure to remain informed compounding his arrogance and stupidity. (When interviewed by local news reporter last week, he said he was anxious to know how that lawsuit on the insurance question was going, you know the one that was decided and publicly reported 2 or 3 weeks ago.)
