Of course not.
Mental illness might make some people dangerous to society, and subject to restrictions as such, but it should be so humane that it cannot be considered "punishment".

Everyone has the right express themselves, and their thoughts shouldn't be censored by whether or not they're "acceptable".

There would be no more fiction. Criminal investigations would become impossible if you can't think from a criminal's perspective. Sexual abusive victims and people with anxiety disorders often have uncontrollable dark thoughts. Thoughts are the ultimate privacy issue.
Now BELIEFS are a different thing. I don't think they should be punished, but I also don't think they are sacred. No one gets to have their beliefs unchallenged.

practices based on speech/ideas are dangerous: ex. Jeffs and his polygamy and child brides. I am for free speech and do not want any kind of speech censored but I fear the actions the result from ideas.
