Has there been much reaction from foreign heads of state re: torture?
Especially considering how the Bush administration is phrasing their policy as applying to the U.S.'s treatment of foreign nationals specifically, although I'm sure they intend to do the same with U.S. citizens at some point and "clarify" the rules yet again at that time...
