When did the debate for election reform turn into one for ID cards?

When did the debate for election reform turn into one for ID cards?
Isn't the process of registering voters supposed to verify their citizenship? Why do we need further IDs?

We need basic reform in the election system, not the voters. This Republican scheme will disenfranchise mostly Democratic voters, so they don't have to rig the elections anymore to win.

So the thugs got to define the debate and muddy the waters. Same thing that always happens!

3. Carter Baker Panel
A year ago Jimmie Carter and James Baker released a report about lack of confidence in the US election system. The main points for change were paper ballots, photo IDs and impartial oversight.
