Rumsfeld retains powerful allies. Vice President Cheney, then a congressional fellow hired by Rumsfeld at the Nixon White House for his first real job, is a close friend. The two men and their wives have bought summer homes 2 miles from one another in bucolic St. Michaels (pop. 1,121) on the Eastern Shore of Maryland.

Even though Rumsfeld served four terms in the House and tested the waters for the Republican presidential nomination in 1988, he has failed to maintain broad political support on Capitol Hill. "I think both Rumsfeld and Dick Cheney don't have much respect for Congress," says Connecticut Rep. Christopher Shays, one of a few Republicans who have called for Rumsfeld to step down. "And the way they treat us, it shows."
