It gives him an excuse for why he is helping Bush, and it Bush look tough, particularly since a lot of people asked why we didn't go after Pakistan since they sponsored the Taliban.

I'm reading Steven Kinzer's Overthrow, and apparently Musharraf's predecessor set up the Taliban along with the Saudis, who sent missionaries out to set up the madrassahs.
