1. I said it there and I'll say it here: Photocopies, not the actual bill...

...Lord Almighty, without fail there's one in every group: Someone dumb enough that will send their actual bill instead of paying it and sending a copy.

Don't be dumb. Go to your local library, pay 10 cents for a good copy, and send that if you do this. It's a great idea for a protest of sorts, but it's also a great way of getting yourself in trouble with your utility provider if you aren't mindful about what you're sending.

2. sounds good. Bombard them with copies, circle the amount due

and the cost per therms or gallons or whatever.

3. 1 more thing: Remove personal information other than name & city/state...

A black sharpie felt-tip maker ought to be enough. :)
