...Allegedly from a World War II military term meaning “ten pounds of manure in a five-pound bag”.
The two asterisks represent two elections won under less than fair means, much as baseball players get asterisks next to records that had unusually or illegally favorable factors, such as being on steroids at the time, etc... I believe a commentator shortly after the 2000 election mentioned that Bush would have an asterisk next to his name, as he'd lost the popular vote and won by a judge's decision.
