Governors can only appoint vacancies to the US Senate, and even then, it is up to the states themselves.
House vacancies can only be filled via election.
Now with replacing Foley as the GOP nominee, that is the choice of the GOP itself according to it's policy unless contravened by state law. Now, if Jebbie wants a certain person as the nominee, he'll get it, but the formal selection of a replacement nominee is not technically his in any case.
