9. The Tombs

NYC's infamous downtown prison. It was shuttered 30 years ago, but they could open it for him, as well as for other people convicted of more 'mainstream' crimes. This might help solve the overcrowding problem at Riker's Island. It would also give Foley an education on the consequences of his behavior since his Tomb roomies would have a particularly unique opinion of men who lust after young boys:
