He's mocking Bob Woodward that Bob was supposed to be the big story and the media screwed up his plan to be a bigshot. Then he's spinning that having sex with a 16 year old is legal in Washington, but soliciting sex on the internet is illegal until 18. Then he asks, but what if both of them are role-playing?
