civil war: A war between factions of the same country; there are five criteria for international recognition of this status: the contestants must control territory, have a functioning government, enjoy some foreign recognition, have identifiable regular armed forces, and engage in major military operations.
But one the other hand, the administration uses the word "war" so liberally that we should take a hint and call it a civil war in Iraq.

I wonder whether one of the definition precludes intervention by outside forces.

It is merely playing semantic games, imo, to avoid using the words "civil war" by the bush cabal and it's supporters.
