MIHOP is right out, as far as I'm concerned. But my boss brought up a pretty compelling LIHOP point yesterday. Pointing to the Tenet/Black warnings to Rice, and her statement that Bush wasn't interested in "swatting flies," a simple conclusion can be reached.

Blowing off the warnings = policy. A decision was made to do so.

Now, was it policy because a) They didn't want to touch anything Clinton-y; b) They were concentrating on the missile shield, tax cuts and faith-based crap...

...or was it policy because of LIHOP?

My own jury is still out, but one thing is clear.

These guys pro-actively reduced the focus on terrorism as soon as they took over (taking the attack sub tasked with taking out OBL off station in the Persian Gulf; grounded the Predator reconnaissance aircraft; shitcanned the Hart-Rudman Report). These people weren't quite ready to start the marketing campaign for Operation Iraqi Liberation, they had to get Big Oil on-board and work out the franchising details. At some point, they'd need to have a galvanizing event to justify their injection into the ME.

Maybe it was LIHA (Let it happen accidently)....but you can't really evaluate their actions on terrorism, pre-9/11 without factoring in what they were really doing during that 9 month run-up to that horrble day. Looking back at the boyking's schedule before 9/11, he spends 40+% of his time on vacation. Nothing to do? Or did Dick tell him to go play while he finished the acquisition details?

I think we know one thing for sure...no one in this administration was taken by surprise on 9/11/01. Maybe they never considered how bad the event would be...but they certainly knew that something would occur soon and that it would be used to get their PNAC plan underway.

The evidence has been piling up in that direction for some time. A Pearl Harbor event was needed, and someone or multiple someones ensured the safety of Americans didn't stand in the way.

At the very least all of BushCo should be charged with lying about what they knew and when they knew it. Because that's exactly what they did.

but I don't know if that was by intention and that is what the P in LIHOP demands. I haven't seen anything that she is directly linked to that shows that intent.
