Report: Bush plans Bolton recess appointment.Human Events Online reports, “According to an administration source who requested anonymity, if the Senate does not vote on Bolton before his current recess appointment expires December 18, the President will again name Bolton to the post during Congress’ post-election recess.”

or the RNC will surely pick up the bill. I assume that includes his housing and travel as well...



Of course, the world now knows that we, the people, do NOT want him there and that he has TWICE been rejected by the Senate. So, one would certainly think that would have an impact on his effectiveness and how other countries approach him. But, the others, after all, are actually diplomats...:shrug:

as has happened on occasion in the US Congress? They could easily stand on his not having been legitimately confirmed.

...Il Chimpe designs a nice Field Marshall's uniform for himself, complete with gold epaulettes and rows of medals on the chest? I'm thinking something in black or deep blue, together with a tall cap, full of gold braid and a huge 'Seal of the President' badge.

What the little shit doesn't realize is that, even with all that, he'd still look like a slimy doorman.

15. My understanding is that bush CAN appoint him again BUT taxpayers
money cannot be used to pay his salary, his expenses, housing, etc. I heard that on either a television program or a radio program.

Does anyone know if this is true?

18. Also, You cannot be a full time government employee and not be paid.
So i'm not sure he can give him a recess appointment legally. But we know how much Bush cares about the law.

25. How does this extend Bolton's appointment past January?
Bolton's will still be a recess appointment during the current Congress. Wouldn't Bush have to do this after the new Congress is sworn in, regardless of the "title" Bolton is given?

29. It would be effective for a year.
The commission or appointment must be approved by the Senate by the end of the next session of Congress, or the position becomes vacant again. Recess appointments are authorized by Article II, Section 2 of the U.S. Constitution: "The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session."

On August 1, 2005, Bush made a recess appointment of John Bolton, to serve as U.S. representative to the United Nations. Bolton had also been the subject of a Senate filibuster. The filibuster concerned documents, which the White House refused to release, which Democrats suggested may contain proof of Bolton's abusive treatment and coercion of staff members, or of his improper use of National Security Agency communications intercepts regarding U.S. citizens. He will remain an ambassador at least until a new Congress takes office in January 2007, and his prospects for confirmation by the full Senate seem to have improved in recent months, especially in light of the endorsement of Sen. George Voinovich (R-Ohio), who had previously opposed his nomination. <1>

The next session of Congress will be from January 2007 to December 2007. If Junior gets by with this appointment during the December 2006 recess, it would last for a year.
