Foley made the law and he knew how NOT to break it...
The "preliminary investigation" appears to be heading towards a full field investigation, according to one official.

Officials say Foley's extensive knowledge of child exploitation laws may have helped guide him as to how far he could go without violating the law.

Instant messages obtained by ABC News indicated Foley met or arranged to meet young men under the age of 18 who had been pages.

all the stimuli he could hope for with the details of all the stories they had in the database.

Lot's of fantasy building info for him to read there.

2. Uh, he broke his own law.
You can't talk to a child about masturbation, nudity, interaction with the suspect, etc according to his law. He is already toast. Another email today talked about him arranging a meeting with a child. That is also illegal according to his law. He is fucked.

You don't hire a lawyer, go to rehab, announce you are an alcoholic, then have your lawyer tell the public you were molested even before charges are filed unless you are making moves of contrition to influence sentencing. He knows he is toast.

Let's see how wide it goes. See if he actually made contact with anyone. But Foley is toast. Just how burned is yet to be determined, and we still have to see if we can toast the marshmallow Hastert as well.

3. Nice theory, it show the guy too much respect.
If he did any of the things that have been reported, he broke the law.
