Notice in the WaPo article how the AP mentions the earlier August 17 ruling but NOT the more recent, more forceful ruling delivered on September 28.

1. Do you have a copy of the Sept 28 order? Description pretty thin.

From the information linked in your post, the district Court's September 28 2006 order appears simply to be an order that delays the injunction for a week to allow the govt to seek a stay of the injuction from the court of appeals, which is what happened. There isn't any link to the sept 28 order that I can find, so how do you know that it is a "more forceful" ruling?
