When you take a burden off one group of people, it doesn't just disappear. Some other group of people are going to be forced to take it. The only thing you can do is play off the "fairness" angle. Luckily, the "rich" (or those making over 250,000 per year) are in the minority so they're just going to have to sit back and take it.

It (a similiar tax) was used by the Romans to pay for government - seemed to work
"fairness" does seem to mean take from those with money rather than make poor even poorer.
