I suspect it's because the victims of Katrina are scattered and not networking very well with each other - and the Bushies were counting on that. It's absolutely SHAMEFUL what has happend - and more importantly, what has NOT happened in New Orleans in the wake of Katrina. Spike Lee's piece on HBO was masterful, in that it told the story in a very powerful way.
