The words "...as he (Bush) determines..." unconstitutionally designated HIS determination of what the truth is in place of Congress, as the War Powers Act of 1973 clearly shows. This all has to be straightened out. Hopefully an '06 Congress with Dem majority can revisit the offending language and clarify/amend or repeal.
