I think most people will see that it is obviously timed to coincide with the elections. It will give Bush another opportunity to say, "See, America is safer because Saddam has been brought to justice, blah, blah, blah," but I doubt that will have any effect on the outcome. We've heard it all before.
However, it could be used as an explanation for "surprise" victories by Republicans.
