Newly released US Government documents show that in 1976 the CIA was warned that a group of anti-Castro Cubans planned to destroy a Cuban passenger jet. No known warning was given the Cubans. No known effort was made to stop the bombing.

The Director of Central Intelligence at the time was George Herbert Walker Bush. The informant: Luis Posada Carriles.

SAN JUAN, Puerto Rico - An anti-Castro militant now in a Texas jail warned the CIA months before the 1976 bombing of a Cuban airliner that fellow exiles were planning such an attack, according to a newly released U.S. government document.

The document shows that Luis Posada Carriles — who had worked for the CIA but was cut off by the agency earlier that year — was secretly telling the CIA that his fellow far-right Cuban exiles opposed to Fidel Castro's communist government were plotting to bring down a commercial jet.

The document does not say what the CIA did with Posada's tip. A CIA spokesman said he had no comment on Monday, a federal holiday.

The CIA had extensive contacts with anti-Castro militants and trained some of them, but has denied involvement in the bombing.

The documents were posted online Thursday by the National Security Archive, an independent research institute at George Washington University that seeks to declassify government files through the Freedom of Information Act.

Washington, DC, September 20, 2006 - On the thirtieth anniversary of the assassination of former Chilean ambassador Orlando Letelier and his American colleague Ronni Karpen Moffitt, the National Security Archive today called on the U.S. government to release all documents relating to the role of General Augusto Pinochet in the car bombing that brought terrorism to the capital city of the United States on September 21, 1976.

Hundreds of documents implicating Pinochet in authorizing and covering up the crime were due to be declassified under the Clinton administration but were withheld in the spring of 2000 as evidence for a Justice Department investigation into the retired dictator's role. After more than six years, according to Peter Kornbluh, who directs the Archive's Chile Documentation Project, it is time to release them. "If there is not going to be a legal indictment," Kornbluh said, "the documents can and will provide an indictment of history."

The Archive today released a declassified memo to Secretary of State Henry Kissinger reporting on a CIA approach in early October 1976 to the head of the Chilean secret police, Manuel Contreras, regarding U.S. concerns about Operation Condor assassination plots. The secret memo, written by Kissinger's deputy for Latin America, Harry Schlaudeman, noted that Contreras had denied that "Operation Condor has any other purpose than the exchange of intelligence." While the car bombing in downtown Washington, D.C. that killed Letelier and Moffitt took place on September 21, 1976, the memo contains no reference to any discussion with Contreras about the assassinations--even though DINA was widely considered to be the most likely perpetrator of the crime. In 1978, Contreras was indicted by a U.S. Grand Jury for directing the terrorist attack.

The document was obtained by Kornbluh under the Freedom of Information Act.

The memorandum to Kissinger adds to a series of documents that have been obtained by the National Security Archive that shed light on what the U.S. government knew about Operation Condor--a collaboration of Southern Cone secret police services to track down, abduct, torture, and assassinate opponents in the mid and late 1970s--and what actions it took or failed to take prior to the Letelier-Moffitt assassination. On August 23, 1976, Kissinger's office sent a carefully-worded demarche for U.S. ambassadors in Chile, Argentina, Bolivia, Uruguay, and Paraguay to deliver to their host governments to halt assassination missions. But the next day, U.S. Ambassador to Chile David Popper balked at approaching Pinochet because "he might take as an insult any inference that he was connected with such assassination plots." Instead Popper requested permission to send the CIA station chief to talk to Contreras. For reasons that remain hidden in still-classified documents, Schlaudeman did not authorize that approach until October 4, two weeks after the car bombing in Washington.

Indeed, on September 20, 1976, the day before the Letelier-Moffitt assassination, Schlaudeman ordered his own deputy to tell the Southern Cone ambassadors "to take no further action" on pressuring the Condor nations to halt assassination plotting, because "there have been no reports in some weeks indicating an intention to activate the Condor scheme." In his October 8 memo to Kissinger transmitting the CIA memorandum of conversation with Col. Contreras, Schlaudeman argued that "the approach to Contreras seems to me to be sufficient action for the time being" because "the Chileans are the prime movers in Operation Condor."

BuzzFlash Afternote: In an aside, it's worth remembering that after being dragged kicking and screaming into appointing an "Independent" 9/11 Commission -- Cheney and Bush both called then Senate Leader Tom Daschle to warn him not to "push" an "Independent" investigation of 9/11 -- Bush appointed Kissinger to head "the inquiry." Of course, Kissinger was appointed because he's the master of the whitewash -- and on the grandest of scales. Heck, this guy whitewashed both the Vietnam War and Operation Condor, among other horrors.

Kissinger, in short order, accepted and then resigned from running the "independent" 9/11 whitewash for Bush.

Well, the documentary "9/11: Press for Truth" offered one possible reason. The intrepid widows of 9/11, "The Jersey Girls," met with Kissinger after he was appointed by Bush to lead the 9/11 "inquiry." According to one of the spunky widows, they asked Kissinger if having Saudi Arabia as a client was a conflict of interest, considering that 15 of the 9/11 hijackers were Saudis, as is bin Laden. Then one of the widows asked if the bin Laden family itself was a client of Kissinger’s consulting firm (this is all in the film "Press for Truth"). At that point, according to one of the "Jersey Girls," Kissinger "nearly fell out of his chair."

Shortly thereafter, Kissinger informed Bush that he would not be serving as head of the 9/11 Commission after all.

Recently declassified documents in the United States show that the former head of the secret police in Chile, Manuel Contreras, was a paid informant for the US intelligence agency, the CIA.

The report, comprising CIA documents requested by the US Congress, show that contact with Contreras began in 1974 - a year after the military coup that brought General Augusto Pinochet to power.

The report adds that the contact was maintained until 1977 - a year after Contreras plotted the killing of the then Chilean Foreign Minister and foe of General Pinochet, Orlando Letelier, in Washington.

A BBC correspondent in Washington, Nick Bryant, says the documents reinforce the view that the US turned a blind eye towards political repression in Chile during the Pinochet era and that the CIA was complicit in many human rights abuses.

The general's iron rule was underpinned by the tactics of brutal repression that saw thousands die and thousands more flee into exile. Others disappeared or were tortured.

Washington -- It has been 30 years since the Chilean military dictatorship of Gen. Augusto Pinochet convened a "strictly secret" convention of officers from the repressive neighboring military regimes to create a Latin American "Interpol" dedicated to fighting leftist subversion and terrorism. By the end of their clandestine three-day gathering, the delegates proposed to honor their hosts in Santiago by naming this new cross-border consortium after Chile's national bird, the Andean condor.

Operation Condor soon became one of the most sinister transnational forces in the world.

During the mid- and late 1970s, the secret police agencies of the Southern Cone - Chile, Argentina, Paraguay, Uruguay and Bolivia - as well as Peru and Brazil, actively consorted in the surveillance, kidnapping, secret detention, torture and elimination of dozens of militant and civilian opponents of their regimes.

With General Pinochet and his officers now being prosecuted for these atrocities, three decades later, the crimes of Condor remain relevant to the international uproar that the Bush administration is facing over the methods of "rendition" and torture that the CIA is using in today's war on terrorism.

Under the leadership of the Pinochet regime, Condor became a sophisticated system of multilateral repression. Condor nations shared intelligence and communications through a special cryptographic system provided by Brazil known as Condortel. Agents from one nation would fly to another to organize kidnappings, covert transportation of suspects and brutal interrogations at secret detention centers. Often the Condor victim would be secretly rendered back to his country of origin to another secret torture camp for further interrogation before being killed.

These operations were conducted in the name of countering terrorism. "The terrorist problem is general to the entire Southern Cone. To combat it, we are encouraging joint efforts to integrate with our neighbors," Argentine Foreign Minister Cesar Guzzetti told Secretary of State Henry A. Kissinger in 1976, according to a secret memorandum.

On October 6, 1976 a plane took off from Caracas carrying 73 persons, including the members of a teenaged fencing team. The plane was blown to bits shortly after departure, leaving no survivors.

The attack was the work of a terrorist bomb planted on board the civilian jet. Months later, the Venezuelan police arrested the suspected terrorists and put them behind bars to await trial for the massacre.

Islamic extremism had nothing to do with this attack. But the same kind of blind hatred and fanatic disregard for human life in service of a "cause" motivated the killers. Luis Posada Carriles, the virulently anti-Castro explosives expert considered the mastermind of the bombing, escaped from the Venezuelan prison in 1985. Not only was he unrepentant, but judging from his subsequent actions, he was determined to kill again.

Fifteen years later Posada Carriles was once again accused of terrorism, this time a thwarted attempt on the life of Cuban President Fidel Castro in Panama at a meeting of the Summit of Latin American Leaders. Due to the overwhelming physical evidence against him and his past record, he was convicted and sentenced to eight years in prison.

Posada Carriles had previously admitted to involvement in a string of 1997 hotel bombings in Havana, in an attempt "to make a big scandal so the tourists don't come anymore," according to a New York Times interview in 1998. The bombings resulted in the death of an Italian tourist. Posada's chequered career also includes stints as a gunrunner to the Nicaraguan contras, an ultra-secret security guard to Guatemalan ex-president Vinicio Cerezo, and a member of the Venezuelan secret service.

On the 30th anniversary of the first midair bombing of a civilian airliner in the Americas, the plot's suspected mastermind is hoping that a U.S. federal judge will soon release him from a Texas jail where he has been held on immigration-related charges for the last year and a half.

In a brief submitted to the judge Thursday evening, the administration of President George W. Bush said it opposed the release of Luis Posada Carriles and argued that granting him freedom on bail may have "serious adverse foreign policy consequences for the United States."

But, while referring to Posada as "the admitted mastermind of terrorist plots and attacks," the administration declined to officially declare him a terrorist under the USA PATRIOT Act which, unlike the immigration law, gives the government authority to detain him indefinitely.

"If Luis Posada Carriles does not meet the definition of a terrorist, it is hard to think of who would," observed Peter Kornbluh, director of the Cuba Documentation Project at the independent National Security Archive (NSA).

The administration's efforts to find a foreign refuge for Posada and its refusal to charge him under the PATRIOT Act have naturally spurred charges of double standards in light of the priority that it has placed on its "global war on terrorism."

"It simply indicates that, as far as we're concerned, one man's terrorist is another man's freedom fighter; it completely undercuts our position against terrorism," according to Wayne Smith, who served as Washington's top envoy in Havana in the late 1970s and early 1980s.

"Bush himself has said numerous times that anyone who shelters a terrorist is a terrorist," Smith, a Cuba expert with the Center for International Policy here. "Under that definition, President Bush and members of his administration are terrorists because they are effectively harboring Luis Posada Carriles."

Do you remember, formercia, back in 1993, after Poppy was bounced from office, when the Emir of Kuwait invited Poppy, Baker and all the rest of the turds over to Q-8 for medals, solid-gold Rolexes and so forth? The gang set out on his private 747 from Houston. A short time later, over the Gulf of Mexico, there was a mid-air explosion and the plane headed back to the airport. It landed OK and no one was hurt.

I remember seeing a photo at the time that showed an almost-circular hole, about four- to six-feet across in the wing, near where it joins the fuselage. The blast seemed to be in the perfect location for the wing to fall off.

That's the work of professionals.

Don't have NEXIS/LEXIS, but I have scoured the Internets high and low for any articles on, or photos of, the incident. Can't find doodley on it, even on the FAA web sites.

In 1993, I was manning a news desk. The flight was arranged by either the Kuwaiti or Saudi ruling families. It was on board their luxuriously customized 747. The plane took off, experienced a mid-air explosion over the Gulf of Mexic and managed to return to the airport.

An AP photo that I came across showed a near-perfect circle explosion on the top of the wing. The edges of the blow curled upward, meaning whatever it was was hidden inside or underneath the wing. That's where a lot of fuel goes, but it didn't seem to have ruptured the tanks. If it was a bomb, it was at a place likely to make the wing come off.

I remember thinking at the time, "How convenient for somebody if the architects of the trumped-up Gulf War all were to perish at once." If it were a message, what a great way to shut everyone up.

For some reason, this seems to me an important angle to the whole BFEE story. If I find something, I promise to post. Please let me know if you find anything.

Former congressman Randy "Duke" Cunningham (R-Calif.) channeled more than $70 million in Pentagon and intelligence agency contracts to two companies that paid him bribes, and required the "cooperation or at least the non-interference of many people" to pull that off, a congressional investigation has found.

Since Cunningham had no authority to award contracts, he needed the acquiescence of some members of Congress, congressional staff members and Defense Department officials, according to the executive summary of an investigation by the House Permanent Select Committee on Intelligence into his activities as a panel member.

"This was a lot of people to persuade, cajole, deceive, pressure, intimidate, bribe or otherwise influence to do what they wanted," the executive summary says.

Although the congressional inquiry was directed at Cunningham's activities and found no evidence of corruption among panel staff members, the five-page summary written by the panel's special counsel, Michael Stern, indicates how the continuing federal criminal investigation of corruption and bribery has continued to spread since it began almost two years ago.

The summary discloses for the first time that the government is investigating the CIA's award of "several large contracts" that involved Kyle Dustin "Dusty" Foggo when he was No. 3 at the agency under then-Director Porter J. Goss. Foggo was a longtime friend of contractor Brent R. Wilkes, who federal investigators say was one of Cunningham's co-conspirators along with contractor Mitchell J. Wade.

Bush Officials May Have Covered Up Rice-Tenet Meeting From 9/11 Commission

Most of the world has now seen the infamous picture of President Bush tending to his ranch on August 6, 2001, the day he received the ultra-classified Presidential Daily Brief (PDB) that included a report entitled “Bin Laden Determined To Strike in US.” And most Americans have also heard of the so-called “Phoenix Memo” that an FBI agent in Phoenix sent to FBI headquarters on July 10, 2001, which advised of the “possibility of a coordinated effort” by bin Laden to send students to the United States to attend civil aviation schools.

As a Counsel to the 9/11 Commission, I became very familiar with both the PDB and the Phoenix Memo, as well as the tragic consequences of the failure to detect and stop the plot. A mixture of shock, anger, and sadness overcame me when I read about revelations in Bob Woodward’s new book about a special surprise visit that George Tenet and his counterterrorism chief Cofer Black made to Condi Rice, also on July 10, 2001:

They went over top-secret intelligence pointing to an impending attack and “sounded the loudest warning” to the White House of a likely attack on the U.S. by Bin Laden.

Woodward writes that Rice was polite, but, “They felt the brushoff.”

Was it covered up? It is hard to come to a different conclusion. If one could suspend disbelief to accept that all three officials forgot about the meeting when they were interviewed, then one possibility is that the memory of one of them was later jogged by notes or documents that describe the meeting. If such documents exist, the 9/11 Commission should have seen them. According to Woodward’s book, Cofer Black exonerates them all this way: “Though the investigators had access to all the paperwork about the meeting, Black felt there were things the commissions wanted to know about and things they didn’t want to know about.” The notion that both the 9/11 Commission and the Congressional Joint Inquiry that investigated the intelligence prior to 9/11 did not want to know about such essential information is simply absurd. At a minimum, the withholding of information about this meeting is an outrage. Very possibly, someone committed a crime. And worst of all, they failed to stop the plot.

NEW YORK Judith Miller, the embattled former reporter for The New York Times who spent 85 days in jail last year for refusing to reveal a source and ultimately left the paper after a dispute, has another new twist to her Times tenure.

In an interview with the Web site Alternet.org, Miller now claims she had advance intelligence information leaked to her months before the Sept. 11 attacks indicating Al Qaeda was planning a major attack on the United States.

Posted today, the story contends that Miller was sparked by the October 2000 attack on the USS Cole to increase her reporting of al-Qaida. She says that ultimately led, in July 2001, “to a still-anonymous top-level White House source who shared top-secret NSA signals intelligence (SIGINT) concerning an even bigger impending al-Qaida attack, perhaps to be visited on the continental United States.

“Ultimately, Miller never wrote that story,” the Alternet piece continues. “But two months later -- on Sept. 11 -- Miller and her editor at the Times, Stephen Engelberg, both remembered and regretted the story they didn't do.”

Miller told Alternet: “So I sometimes think back, and Steve and I have talked a few times about the fact that that story wasn't fit, and that neither one of us pursued it at that time with the kind of vigor and determination that we would have had we known what was going to happen. And I always wondered how the person who sent that warning must have felt. You know, sometimes in journalism you regret the stories you do, but most of the time you regret the ones that you didn't do.”

Engelberg also remembered the tip, according to told Alternet. “I recall thinking it made perfect sense at the time," he told the Web site. "The Cole attack was out of character -- unlike the Africa embassy attacks, the Millennium plot, the earlier World Trade Center bombing.”

the end of every day when you count it, which is to suggest that it should balance...should balance; there's really no reason why it shouldn't in fact it probably will as most of the time it does; but even at that rate there is, and it tripped me out to learn it, but there is an acceptable margin if while a small percentage that is allowed for i.e. the dropping of some change here or there, not counting properly either way +, or - for whatever, or a misplaced '0' on some ATM, or credit transaction...whatever

but that factor is there, that acceptable percentile error factor

this bfee group does imo, as others that operate models based on forced & leveraged/distressed buyouts & such; do in a similar way allow for certain levels of chaos their motto may as well be: 'from chaos comes order', not too much chaos (cause they might not survive it themselves) but just enough chaos just like the baby bear's bed just right, and short of order, which common people prefer i continue to believe, there are war-profits & no-bid crony contracts in the meantime so that for they who ignore such dire warnings & consequence it is a sick & twisted win-win situation

Anyone paying attention to the Zacarias Moussaoui trial gets it now. All the 9/11 blanks are filled in, and the picture is complete. Sorry, conspiracy freaks and blind partisan hacks. Dull, common, gross incompetence is again at the heart of a deadly government cluster-hump.

Do not linger on Moussaoui's bizarre suicide-by-testimony or the literal cheerleading for his execution—He knew. He lied. And 2,749 people died.

Neither of these is the real story of this case. Rather, the story is the definitive proof Moussaoui's case provides that the U.S. government—pre-PATRIOT Act, pre-NSA wiretaps and all—had and missed clear opportunities to stop 9/11. The FBI uniquely and repeatedly punted carefully gathered evidence of an attack in favor of adherence to bureaucratic hierarchies and power trips.

The testimony of FBI agent Harry Samit forever buries the quaint notion that 9/11 was unforeseen and unpreventable. Beginning with Moussaoui's August 16, 2001 arrest Samit mounted a global and indefatigable investigation of the man and concluded that an attack involving hijacked airplanes was imminent.

The flipside of Samit is Michael Rolince, former head of the FBI's International Terrorism Operations Section. Rolince is the man who previously deflected questions about the FBI's pursuit, or lack thereof, of pre-9/11 terror suspects with the line, "Would CNN have really aired their photos if we'd asked them?"

Rolince smugly insisted at trial that Samit's "suppositions, hunches and suspicions were one thing and what we knew" was another. Yet Rolince, in service of the government's desire to link Moussaoui to 9/11 and trigger the death penalty, also tried to argue that, had Moussaoui spilled his guts, everything would have changed. 9/11 might have been prevented. In short, Samit's investigation and leads were not enough; Moussaoui had to speak up for the FBI brass to hear anything.

9-11 caper together. These guys have all been terrorists for decades...it's how they make money. You can't sell armaments and drugs and God knows what else these thugs buy and sell without using terrorism here and there.
