Veronica Mars, Karl Rove and the 2000 debate

So I'm watching Veronica Mars (great show) and there's a storyline about a stolen Football playbook.
I flashback to the Bush debate playbook stolen and offered to Al Gore (who's campaign did the right thing and refused it).
Does anyone have any doubt at this point that Karl Rove was behind it as a dirty trick to entrap Gore?

2. It was clearly an attempt to set Al Gore up.

I can't remember his name, but I think the guy who was found to be responsible for it continues to work among the GOP/Bush powerbrokers, to this day. Didn't a pair of pant or some dry cleaning figure into the cover story somewhere? Whatever it was, the whole thing was ridiculous in the extreme.
