Someone said today that because the torture law
wasn't signed within 10 days that it was illegal, regardless of the others ways that its illegal. Whats the scoop on this?

1. did you count holidays and Sundays....they don't count
vAccording to the Constitution, after a bill passes in the Congress, it is presented to the President of the United States. The President has 10 days (except Sundays and holidays) to take action. The President has three options: veto the bill, ignore it, or sign it.

3. the issue has to do with the fact that congress adjourned on sept 30
and, it could be taken that a pocket veto is actually in effect.

5. But that link also says this:
"If the President does not approve a bill within the 10-day period, but does not want to veto it, then the bill becomes law without her/his signature."

So, it became law after 10 days, and yet Bush still signed it today.
