They'd do things differently if they wanted to prevent terrorism. They're only interested in retaining power, and imho, they wouldn't mind sacrificing some more American lives in an attack if it would keep the Congress for them.

They are Sacrificing lives. There is not even a plan to succeed. They are simply appeasing terrorists by providing them with Americans to kill so that the rich old bastards can stay at home and feel safe and warm. It is so incredibly warped.
