The Minority Whip, Dick Durbin, that's who. He's the single person who has accountability to make a filibuster happen when a filibuster is called for.

2. Other senators are HELPING him, but that is the most they can do. People
can either appreciate that truth or ignore it in favor of attacking their Dem target of preference.

The real pressure should be on senate leaders and Judiciary Committee Dems. It's their job to handle court nominations.

3. I'm not sure about that line of authority...
I think the responsibility lies with the Leader. The Whip then "whips" them into line to get the vote when needed. Just as LBJ used to tell them he would have their nuts in his pocket if they did nto vote the way he wanted. He was a strong Leader. But, in all fairness, the Senate is much different today than in those times. Each Senator seems to think they have their own little kingdom - not part of a larger good.
