I think the cartoon is simply exaggerating the obvious to the absurd for humorous effect, that being-- RL goes over the line too many times and in very bad taste.

If RL has the temerity and bad taste to go after MJF for and implying/stating the Fox was acting on the ad-spot, one could only wonder what he'd do if FDR were in office these days...

And who knows... there may be one or two simplistic listeners to the drug addicts show who could be shown the error of their way via this cartoon.
