The color-coded PowerPoint chart illustrates an Index of Civil Conflict that shows a major hike in Shiite and Sunni Muslim sectarian violence since February, the newspaper said.
"Ever since the February attack on the Shiite mosque in Samarra, it has been closer to the chaos side than the peace side," said a Central Command official in Tampa, Fla., who asked not to be identified.
The chart seen by the Times was dated Oct. 18, and factored in such things as Iraqi police and military strength numbers and effectiveness, hostile rhetoric by political and religious leaders and the ability of Iraqi officials to govern effectively
