this could be a way out for Democrats like Biden and Moderate Republicans like Chafee.
Ask those Democrats who said they'd vote Yes for Cloture to just ABSTAIN!
As Beetwasher pointed out, the GOP needs to get to 60 to get to Cloture. It's up to THEM to get those sixty votes.

Or what is they vote present? Do they need 60 votes for cloture or 60% of those voting? Say only 95 Sens voted, 57 would be 60%, 38 40%, so 39 to maintain a filibuster.
You are absolutely correct however, if those dems vots for cloture, they are actively assisting the pukes. Tell em to just take the day off instead.

Abstaining is essentially the same as voting no on cloture.
